Soft gradient - YouTube Partner Program requirements

YouTube tightened the Partner Program in 2023 and again in 2025. The 2026 ruleset is below - including the new Shorts-only qualifier, the AdSense and verification requirements people forget, and the six rejection reasons we see most often.

    The 2026 hard thresholds

    • 1,000 subscribers (hard floor for all paths)
    • AND either 4,000 valid public long-form watch-hours in the past 12 months
    • OR 10 million valid public Shorts views in the past 90 days
    • Linked AdSense account in your country of residence
    • Two-step verification active on your Google account
    • No active Community Guidelines strikes
    • Compliance with YouTube's Channel Monetization Policies on a manual review

The Shorts-only path - the fastest route in 2026

10 million Shorts views in 90 days is roughly 111,000 views per day - achievable with 3 daily Shorts averaging 37k views each. Most new creators reach this faster than the 4,000-watch-hour long-form path because Shorts feed reach scales harder for new accounts.

What "valid views" and "valid watch-hours" actually mean

YouTube's invalid-traffic system filters out bot views, click-farm watch-hours, embed views from policy-violating sites, and views from sub-for-sub networks. Only real-user, naturally-distributed views count toward thresholds. Drip-fed real-account view batches from reputable providers do count - that's why first-hour seeding is a common acceleration tactic.

The 6 most common rejection reasons we see

    • Reused content - reaction videos with no commentary, compilations, slideshows over stock footage
    • Spam or repetitive content - same template repeated 50 times
    • Channel impersonation - thumbnails or names mimicking established creators
    • Misleading metadata - clickbait thumbnails that don't match the video
    • Adult or shock content uploaded as standard public videos
    • AdSense address verification fail - PIN never confirmed

    The review timeline

Once you hit the thresholds, the manual policy review takes 14-45 days. You'll get an email either way. If approved, ads go live within 24 hours of you completing the AdSense setup and accepting the YPP terms. If rejected, the rejection email lists the specific policy violation and you can re-apply 30 days later after addressing it.

    After acceptance - what unlocks

    • Long-form ad revenue (the main money source)
    • Shorts ad revenue (paid out of the Shorts Creator Pool)
    • Channel memberships at 1,000+ subs
    • Super Chat / Super Stickers / Super Thanks
    • YouTube Premium revenue share
    • Shopping shelf for affiliated stores
